Statistics Quality Assessment and Certification Framework – September 2025 Report Released

To facilitate implementation of the Uganda Bureau of Statistics (UBOS) mandate of promoting standardization in the collection, analysis and publication of official statistics to ensure uniformity in quality, adequacy of coverage and reliability statistical information, this framework will provide a structured approach to assessing statistical production at all stages of the statistical value chain. The assessment and certi-fication process ensures that statistics meet defined quality standards and foster public trust and confidence in official data at national, regional, and international levels.

The SQACF provides a comprehensive quality assessment mechanism that applies to the institutional environ-ment, statistical processes, and statistical outputs. It offers systematic methods for evaluating statistical produc-tion supported by clear documentation, standardized procedures, and internationally recognized benchmarks.
